Andrea DeCarlo, 33, was charged with three counts of animal cruelty for failing to provide necessary care for a horse, sheep, and ram, Warren County Prosecutor James L. Pfeiffer said.
The investigation arose following a tip from Animal Control involving a horse appearing to be neglected at the DeCarlo’s property on Montana Road in Washington.
Investigators visited the property three times and allegedly found a “severely underweight horse with inadequate shelter observed eating hay soaked in urine and feces,” as well as “several malnourished sheep with little shelter exposed to areas containing broken glass and sharp nails, and a ram that appeared to have an injured leg, missing hair and in poor health."
DeCarlo had previously received written recommendations about how to fix the issued but made “no efforts” to remedy the situation, investigators allege. She was charged on Monday, April 24.
